Stark facility preps to become

CHINO - As the state Department of Corrections closes its youth operations here, officials are paving the way for the former Heman G. Stark youth prison to become a part of the California Institution for Men.

The change comes as the state deals with federal pressure to relieve inmate overcrowding in its prison system and as the state prison system is preparing to significantly increase its adult housing operations in the Chino Valley.

Corrections officials are planning to bring nearly 3,000 more adult beds to the Stark site.

The project, estimated to cost about $110 million, is also expected to lead to the hiring of hundreds of new correctional officers and possibly impact local construction business.

The environmental review process for the project, the first step before construction takes place, will begin this spring.

Officials said they hope to open the new adult facility by December 2013, but about 750 adult inmates have already been moved to a celled unit at Stark. About 700 more adults will be moved to Stark, once the last wards are moved out in the next week, said Aref Fakhoury, interim warden of the California Institution for Men.

After refurbishment, Stark is expected to house about 1,802 adult male inmates.

At the original CIM site, a new mental health facility is being considered, officials said. In addition, the department plans a 943- bed reception center facility to house adult male inmates to be called Reception Center South.

Wescott aims to strike Olympic

Seth Wescott will burst from the starting gate this afternoon to defend his 2006 gold medal at the Vancouver Olympics in men's snowboardcross.

On the way down the steep, winding course he'll be met with rollers, banked turns, jumps and three other riders barreling downward -- all of them vying for the same fast line. Crashes happen.

But when it comes to having a technological edge, Wescott is leaving nothing to chance.

Wescott is using what are considered the world's best custom boards made by the Swiss manufacturer Kessler, and has signed an exclusive contract with a wax technician for the Games.

Wescott hired Curtis Bacca, a 15-year wax veteran of the U.S. Alpine Team. He is sharing Bacca and expenses with U.S. teammate Lindsay Jacobellis -- the famed silver medalist in 2006 and favorite for gold in Vancouver.

"She's not my competition," he said with a grin earlier this winter from his home in Carrabassett Valley.

Why exactly go to such lengths?

It's simple, said Wescott. At that speed, with so much on the line, everything matters.

"It's huge," said Wescott. "Curtis will put in eight hours the night before on my boards. You need someone who can think on the fly and has a full three minutes between the semifinals and final.

In 2006, for example, Wescott had his board chosen on the eve of his race day. The next morning, replica breitling watches he awoke to 6 inches of heavy, wet snow.

When it comes to his boards, they're built by Switzerland's Hansjurg Kessler, a former racer who outfits many of the top snowboarders.

A racing snowboard, unlike what recreational boarder might use, is designed differently.

The length is longer by several centimeters, but the major difference is in the upturn at the ends of the board -- they're generally smaller on a racing board.

That means more board length for faster speeds.

"It makes the surface to snow longer," said Wescott. "My board was 167 cm last year. This year, it's 164, but has 13 more centimeters in running length."

Wescott's basic game plan is to start fast.

Riders can pick their gate position based on who has the best times from previous rounds. After a qualifying round, there is the round of eight, quarterfinals, semifinals, then finals. Prelims will be shown today on NBC at 2:30 p.m.; the finals will be on the network's prime-time broadcast starting at 8 p.m.

A fast start can be critical to pulling ahead of the pack, and avoiding any potential problems.

"You can't control what everybody else is doing. You can get taken out. There is a level of randomness to the event," said sports agent Peter Carlisle, a Cape Elizabeth native. "At the same time, you can be consistent.

Wescott enjoys his golden mome

Cool ease guided Seth Wescott in his stunning charge to gold in the replica hublot watches finals of the men's snowboardcross at the Vancouver Olympics.

It was the ride of his life. He felt pure joy as his snowboard crossed the line first.

"It was just one of those situations that I knew I could ride those terrain features better and carry my speed," Wescott told the Portland Press Herald on Wednesday in a rare moment of downtime since winning the gold medal Monday evening.

"It seemed so easy when I actually went by Mike (Robertson of Canada, the silver medalist). It just seemed that whole straightaway ran so perfectly.

"It was just so cool to be in the moment and feel that ease of executing," he said. "For me, the race was really such a powerful moment."

Wescott said winning an Olympic gold medal for the second time was sweeter than he imagined.

In 2006, he entered the Turin Olympics as the favorite. He was the defending world champion, and had a strong year on the World Cup circuit.

This year, at age 33, he struggled with some painful injuries that affected his World Cup performances. He was considered a contender, but others were favored for the gold.

"It was so incredible in Torino," said Wescott. "But to me, it was amazing to be able to do this a second time."

His voice sounded tired. It rose and fell, sounding as if he hadn't slept in days.

Twenty-four hours after his win, he jumped aboard the medals stand, pumped his fists in the air and sang out the words to "The Star-Spangled Banner."

"Tuesday was superlong. I got literally 45 minutes of sleep before starting into it," he said. "At 3 a.m. I had to go on the 'Today' show. It was such a long day."

Don't misunderstand. He's not complaining.

It's the reality of striking back-to-back gold in a sport that is quickly becoming a favorite of the Winter Games.

Heading into this race, Wescott spoke candidly about what he needed the second time around. He was searching for a higher level of motivation, the kind that only the Thomas sabo charms Olympics can bring. He suspected it would click in upon arrival.

But the weather was lousy for days. The conditions -- until race day -- were not conducive to snow sports.

"I just thought we were going to run in a lot worse conditions than we did. We lucked out for our day," he said. "It was the first time in 28 days it even got into freezing temps."

Wescott had a lousy qualifier. He slipped and spun 360 degrees, and after a somewhat better second run, was ranked 17th of 32 riders to start the heats.

"I hadn't really realized I was going to feel as much pressure as I did," said Wescott. "Neither of those qualifying heats went the way I would have wanted. I knew I wasn't going to have a good lane choice all day."

With that, he found that extra motivation.

"I remember thinking 'OK, I'm going to have to work so damn hard for this,'" said Wescott. "It was going to be a total battle. I really felt it kick in at that point. The energy was just there."

He made it through the round of 32, quarterfinals, and semifinals -- appearing far more focused.
